Thank you for your letter 54258/46 dated 26th April with
which you sent me an extract from a memorenlum by a Mr. John V. Braga
entitled "Anti-British Feeling in China". This has been discussed
with MacDougall and with Todd, who has been acting as Secretary for
Chinese Affairs and is now acting Colonial Secretary.
Both of them disagree with a great deal of what Mr. Braga
says, but of course accept the fact that the possibility of taking
any action which may help to improve relations between Chinese and
British people should be constantly kept in view.
2. As you know, there is a proposal that Mr. A. Pollock should
be appointed as a permanent Public Relations Officer in this Colony
and I think that detailed consideration of the issues raised in
Mr. Braga's memorandum might be postponed until Mr. Pollock or some
equally suitable officer is on the spot.

Meanwhile my short comments on Mr. Braga's suggestions
are as follows:
(a)
The proposed pamphlet.
(b)
An excellent idea which I hope
will be followed up. I look forward to hearing of
further developments in regard to this project.
The launching of an appeal to the heads of large concerns
operating in Hong Kong and China and of Government
departments.
